India regulator proposes expanded bullion vault oversight rules

The Securities and Exchange Board of India proposed expanding its oversight framework for vault managers to cover all physical bullion that backs SEBI-regulated products, according to a consultation paper released Tuesday.

The regulator’s proposal would extend its gold-backed Electronic Gold Receipts framework to include physical bullion underlying all SEBI-regulated products, such as bullion exchange-traded funds and derivatives.

 

SEBI has requested public comments on the proposal by September 1.

Vault managers store physical gold that supports electronic gold receipts, which trade on exchanges. India ranks among the world’s largest gold consumers, with its electronic gold market growing in recent years as investors increasingly choose alternatives to physical bullion ownership.

 

The consultation paper includes a proposed circular that outlines the framework for EGRs and operational guidelines for vaulting services across all SEBI-specified bullion-related instruments.
